§ 01 — Regulatory Briefing

The Packaging & Packaging Waste Regulation replaces the 1994 Directive with binding, harmonised obligations across the EU. The deadlines are staggered — but the data model behind every report is the same.

  1. 01 Effective 2025

    Annex VIII — Declaration of Conformity

    Every packaging unit placed on the EU market needs a signed DoC referencing 14+ technical fields. Manual templates do not scale past pilot SKUs.

  2. 02 Effective 2025

    Annex VII — Technical File

    A 12-section dossier per product family — composition, recyclability assessment, supplier evidence, audit trail. Demanded by market surveillance authorities on request.

  3. 03 Phased 2030 →

    Article 7 — Recycled content

    Plastic packaging targets: 30% rPET in contact-sensitive bottles, 35% in other plastic packaging. Calculation methods locked by a 2027 implementing act.

  4. 04 Effective 2030

    Article 24 — Packaging minimisation

    Empty space ratio capped at 50% for grouped, transport and e-commerce packaging. Producers must demonstrate the calculation per SKU.

  5. 05 Per market

    EPR — six national schemes

    NL Afvalfonds, DE LUCID, FR Citeo, BE Fost Plus, ES Ecoembes, PL BDO — each with its own categories, modulation criteria, and submission cadence.

Every grade PackR8 emits is reproducible. The methodology — its streams, rules, and questionnaire — is stored as auditable JSON, semantically versioned, and referenced on every artefact. No black box, no surprise re-grades.
